SCOPE OF WORK: Create a conceptual plan comprised of multiple blocks in Downtown Tahlequah identified in Attachment A as Block’s 1-3 that accommodate a connecting walkway (path) from the various Cherokee Nation properties (See Attachment B) (stopping points) on the path. The path is to be user friendly with wayfinding tools, sitting areas, shaded areas, accessible paths, Creating a park like setting, provide outdoor areas such as places to display artwork and a fire pit for pottery makers. The path is to connect significant points in the area including the spider gallery, Supreme Court, Cherokee Arts Center, and Prison. Areas for parking for the Arts Center and Cort Mall should be considered and identified. Potential future development should also considered in the plan. This plan will establish goals and priorities for the project and define standards for the aesthetic quality of the finished product. Items such as types of acceptable walking path finishes will be identified, types of trees and plants that are to be utilized, types of sitting benches, railings, light poles, etc. The general overall aesthetic standard will be defined through this project’s process. WORK PLAN: Meeting 1: Meet with stakeholders to review the scope of work. Identify additional wants and needs to be included in the plan. Review aerial images and specifically identify currently owned properties and discuss potential routes and amenities to be included in the plan. Develop a preliminary conceptual plan for the work outlined above. Meeting 2: Review the preliminary conceptual plan with stakeholders and record comments/changes that need to be made. Review proposed finishes, products and systems to be included in the standards. Refine/finalize conceptual plan based on comments from meeting 2 DELIVERABLES: Conceptual site plan Conceptual elevations of significant plan features (if necessary) Narrative describing planning effort and highlights of the planned areas. Aesthetic standards board and documentation All proposals should be mailed or hand delivered to Owner’s Catoosa Corporate office at the following address, to be received no later than Monday, August 11, 2014 at 5pm. Cherokee Nation Entertainment [Attn: Stephanie Shults: 777 W. Cherokee St. Catoosa OK 74015, OR hand deliver to: 1102 N. 193rd East Ave. Catoosa, OK 74015]. It is the intention of Owner that if an acceptable proposal is received, the selected firm will be notified in writing within 10 business days of bid opening. Any bid received after the time set for opening of Bids, shall not be considered and will be returned. It is the intention of CNE that if an acceptable bid is received, the Contract will be awarded by within 30 days of bid opening. Please note that winning bid(s) will be published. CNE reserves the right to issue one award, multiple awards, or reject all bids. All bids are subject to negotiation prior to award. Awards may be issued without discussion of bid received, and bids should initially be submitted on the most favorable terms from price and technical standpoint. Any award resulting from this Bid/Proposal will be subject to CNE Terms and Conditions. Your bid should indicate hourly ($) rate (when applicable), individual work effort, delivery schedule or time of completion. Any item(s) with exceptions, substitutions, exclusions, additions or qualifications must be noted and clearly indicated on return bid. This procurement is subject to Cherokee Nation Tribal Employment Rights Office (“TERO”) regulations that include a fee of ½ of 1% of total contract award and, if applicable, the completion of a TERO Labor Agreement and payment of associated fees. The successful bidder’s award will be published on the Cherokee Nation’s procurement website and their performance will also be measured, recorded, and reported to the Cherokee Nation. TERO bidders are required to provide a copy, front and back, of their TERO certificate with return bid(s) and failure to do so will result in such bidders not receiving the TERO preferences afforded TERO bidders under the CNE procurement and contracting policies and procedures. In accordance with Cherokee Nation Law, , 28 C.N.C.A. §20 no contractors or subcontractors of any Cherokee Nation entity may contract with any business owned by a first degree relative of any elected official of the Cherokee Nation.
