There will be a pre-bid walk through on Thursday, January 29, 2015 at 10:00AM CST for all interested bidders; location of pre-bid will be the West Siloam Springs Cherokee Casino & Hotel located in West Siloam Springs, OK. SEALED bids will be due no later than 10:00AM on Friday, February 6, 2015; bids are to be delivered in accordance with the Instructions to Bidders section of the attached bid documents. REVISED Scope of Work 020415: CHEROKEE WSS SIGNAGE PACKAGE Interior Channel Letters: Per file CHEROKEWSS-LETTERS-01, 02, and 03, remove existing reverse-lit letters and install new front-lit channel letters. Letter backs are to be constructed of 1" thick PVC, painted dark brown, routed, and illuminated with GE Tetra LED's per manufacturer's layout. (layout to be provided for CNE approval) Letter faces are to be trimless, illuminated on face and side, with 1/2" thick acrylic with applied digital print. Price for all signs to include removal of existing signs to be replaced. The property wants to raise the height of most letters so that, where possible, all signage is at the same elevation. Install to include pattern approval from marketing manager. Aluminum cabinet and framing with .063 skin. Double-faced directional with six changeable panels per side. Shop drawings indicating servicability are required, please include cost of shop drawings in quote. Black vinyl reverse letters on white acylic, with digitally printed 'tree' graphics. Accent 'swoosh' cabinets on top and bottom. Quote to include installation with necessary length of 1.5" pipe to install through ceiling. Illuminate with GE Tetra LEDs. Two(2) new signs, one by East Entry and one in Hallway between hotel and casino. East Side entry may be inaccessible due to slot machines in the area; if lift is unable to reach, contractor will have to supply scaffolding $__________________________________________________ Reface existing: Please include cost to reface both sides of existing D/F Directional from CHEROKWSS-INTDIR-01A. $__________________________________________________ CAUTION PLAQUE: Manufacture and install 9.75" triangular cation plaques per CHEROKWSS-CAUTION-01. Signs to match existing on property. Genuine Cherry Oak frame, inset with photopolymer plaques with dimensional graphics. Swatches of wood and plastic materials to be submitted to confirm match with existing.Please provide quantity pricing for 0-10 units and 10-20 units. $_________________________________________________ HOTEL WALL SIGN: Per file CHEROKWSS-WEST-03A, remove existing sign reading 'HOTEL' and manufacture and install new sign with push-through letters and poker chip. Main cabinet to be 10'6"w routed panel, painted to match the building. Similar signs on properties in Fort Gibson and Ramona facilities. Cabinet to be 5" deep with 1/2" thick clear acrylic push through letters with black vinyl on faces. To be illuminated with GE LED's per GE's recommended lighting layout, to be provided to CNE before entering production. Poker chip to be 3'5"w with 1/2" thick black metal ring 'return', with white acrylic insert. Star and red graphics to be digitally printed. $________________________________________________ PORT-AU-COCHERE DIRECTIONAL: Per file CHEROKWSS-DIR-01A, reface existing signage or replace cabinet. If replacing cabinet, to match existing dimensions of 4'7"w x 2'w, to hang from existing pole and brackets. Cherokee Nation Entertainment, LLC (“CNE”) reserves the right to issue one award, multiple awards, or reject all bids; any award is subject to the approval of the required funds. Responding bidders are not allowed to withdraw their bid for a period of 90 days after submittal. At the time of award, the successful bidder(s) will be required to work with the Cherokee Nation Entertainment, LLC Accounting department to discuss account coding for invoices. All bids are subject to negotiation prior to award. Awards may be issued without discussion of bid received, and bids should initially be submitted on the most favorable terms from a price and technical standpoint. Any award resulting from this RFP will be subject to CNE Terms and Conditions. Your bid should indicate hourly ($) rate (when applicable), individual work effort, delivery schedule or time of completion. Any item(s) with exceptions, substitutions, exclusions, additions or qualifications must be noted and clearly indicated on return bid. Any request for information concerning bid posting is to be submitted in writing via email to Buyer listed; no verbal communication is to be initiated. In accordance with Cherokee Nation Law, , 28 C.N.C.A. §20 no contractors or subcontractors of any Cherokee Nation entity may contract with any business owned by a first degree relative of any elected official of the Cherokee Nation. TRIBAL EMPLOYMENT RIGHTS OFFICE - This procurement is subject to Cherokee Nation Tribal Employment Rights Office (“TERO”) regulations that include a fee of ½ of 1% of total contract award and, if applicable, the completion of a TERO Labor Agreement and payment of associated fees. The successful bidder’s award will be published on the Cherokee Nation’s procurement website and their performance will also be measured, recorded, and reported to the Cherokee Nation. The complete Act is available by contacting the TERO OFFICE at Tahlequah 918-453-5000. TERO bidders are required to provide a copy, front and back, of their TERO certificate with return bid(s) and failure to do so will result in such bidders not receiving the TERO preferences afforded TERO bidders under the CNE procurement and contracting policies and procedures. CHEROKEE NATION GAMING COMMISSION (CNGC) - This requirement may be subject to CNGC policies and procedures. Licensing requirements may be required of the successful vendor(s) to be coordinated with the CNGC. These requirements may include licensing fees as well security and background checks of vendor(s) employees. Current policies and procedures can be found on the Cherokee Nation website or by contacting the CNGC office at 918-207-3834. BONDING NOTICE - CNE generally requires payment and performance bonds for all construction contracts in excess of $100,000. However, qualified TERO-certified firms are encouraged to bid, regardless of bonding capability. INSURANCE - CNB generally requires Worker’s Compensation, Commercial and/or Comprehensive General Liability, and Automobile insurance for all awarded bids. Please refer to the Bid Documents for the specific coverages required for this bid. DEBARMENT - By submitting a response to this Request for Proposal, the Contractor certifies to the best of their knowledge and belief that the Subcontractor, the firm, or any of its principals are not presently debarred, suspended, or proposed for debarment by any federal, state, local or tribal entity. This certification is a material representation of fact upon which reliance was placed when making award. If it is later determined the Subcontractor rendered an erroneous certification, in addition to other remedies available to CNE or its entities, CNE may terminate the contract resulting from this Request for Proposal for default.

Currently Unavailable -- 1. Caution sign – drawing says oak laminate, scope says genuine cherry oak frame. Which is it? Q: 1. Caution sign – drawing says oak laminate, scope says genuine cherry oak frame. Which is it? A: Existing signs are ¾” red oak stained cherry. Corrected drawing is attached; a solid wood backer would also be acceptable. 2. Port-au-cochere – drawing says manufacture and install….with round wood posts, scope says use existing pole and brackets. Which is it? Port-Au-Cochere sign; Use existing round pole and brackets per scope. Attached is updated drawing with correct verbiage; also removed from drawing are references to a non-lit option; sign is to be routed and internally illuminated.
