Cherokee Nation Entertainment, LLC is seeking proposals for the update of the design of its website. CNE wants to update its website to have a more appealing look and feel. The design and tone is inconsistent with our brand. The website should be easy-to-use and provide great content with simple navigation. The site must function like an app – scroll up and down vs. side to side. The operations manual should be straightforward, as internal staff make changes weekly to various pages within the site. Every page must be dynamic and fit the size of device screen viewing the page - whether it is an iPhone 5, 6 plus, laptop, etc. The scope of this RFP is to evaluate Website Design and Development systems against the requirements contained in this document, then select, and implement the system that best fits CNB’s requirements. This RFP may be awarded as all-in-one or piece-meal: Project Components o Software o Implementation of solution (in whole or in part) Bid responses should list the effort, cost and timelines for each component (software, and implementation) separately. All interested parties are required to sign and submit a Non-Disclosure Agreement prior to the release of any additional information; all NDA's will be due no later than 1:00PM CST on Tuesday, Sept. 20, 2016. NDA's can be returned via email to Tina Jones at tina.jones@cnent.com. There will be a pre-bid conference call at 11:00AM CST on Wednesday, September 21, 2016; dial-in information will be provided to those returning signed NDA's. All proposals should be sent by express delivery, regular mail or hand delivery to CNB’s Catoosa Corporate office at the following address, to be received no later than 2:00 pm on Friday, September 30, 2016. Building 3 1102 N. 193rd East Avenue Tulsa, Ok 74105 Bids shall be submitted at the time and place indicated and shall be enclosed in a sealed envelope, marked with the Project Title, RFP Number, Name and Address of the bidder, and accompanied by the other required documents. If the Bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope addressed to the Cherokee Nation Entertainment, L.L.C., and Attn: Tina Jones with the notation “SEALED BID - DO NOT OPEN” on the face thereof. BIDDERS MUST INCLUDE THREE (3) HARD COPIES AND ONE ELECTRONIC COPY ON A THUMB DRIVE; ALL REQUIRED DOCUMENTS MUST BE INCLUDED. Tribal Employment Rights Office This project is also subject to Cherokee Nation Tribal Employment Rights Office regulations that include a fee of ½ of 1% of total contract award, if applicable, and the completion of a TERO Labor Agreement and payment of associated fees, including a $25 per person per day fee for any non-Indian worker on site. The successful bidder’s performance will also be measured, recorded, and reported to the Cherokee Nation. Please refer to Cherokee Nation Legislative Act 38-05 dated 11-14-06 repealing and superseding Cherokee Nation law regarding Labor and the Employment Rights Ordinance and Declaring an Emergency. Cherokee Nation Gaming Commission As a result of the successful bidder’s provision of goods and/or services under the Agreement, the successful bidder may be required to apply for and obtain a gaming license from the Cherokee Nation Gaming Commission (“CNGC”). If so required, and the successful bidder is unable to obtain or maintain its gaming license throughout the term of the Agreement, upon written notification of such failure from CNGC and/or CNB, CNB may cancel the Agreement without penalty, paying only for the goods and/or services provided to CNB prior to such notification. Rejection of Bids CNB reserves the right to reject any and all bids when such rejection is in the best interest of CNB. All bids are received subject to this stipulation and CNB reserves the right to decide which bid shall be deemed lowest and best. A violation of any of the following provisions by the bidder shall be sufficient reason for rejecting his bid, or shall make any Contract between CNB and the Contractor that is based on his bid null and void: (i) divulging the information in said sealed bid to any person, other than those having a financial interest with him in said bid, until after bids have been opened; (ii) submission of a bid which is incomplete, unbalanced, obscure, incorrect, or which has conditional clauses, additions, or irregularities of any kind; (iii) which is not in compliance with this RFP; or (iv) which is made in collusion with another bidder. The foregoing list is non-exhaustive and CNB reserves the right to reject a bid or nullify any Contract between CNB and the bidder that is based on his bid for any other reason it deems is in the best interest of the CNB.
