CHANGE IS TO ALSO ADD THE MANDATORY PRE-BID SIGN-IN SHEET UNDER THE DOCUMENTS SECTION AND TO REVISE THE SCOPE TO REMOVE THE REFERENCE TO THE DOUBLE SIDED OPTIM AS THE OWNER DOES NOT WANT THAT.** **PURCHASING CHANGE ORDER #1, DATED 3/13/17, IS TO CLARIFY LOCATION AND BOARD NUMBER OF 2ND SIGN ON SOUTH SIDE OF HIGHWAY FACING WEST. BOARD NUMBER IS 066052 AND IS LOCATED BETWEEN MILE MARKERS 321 AND 322 ON I40** Cherokee Nation Entertainment, LLC a wholly owned Tribal company of the Cherokee Nation is seeking qualified and experienced Exterior Signage Contractors/Companies for the relocation and installation of the existing LED pylon sign and new signage at the Cherokee Casino in Roland, OK. There will be a MANDATORY pre-bid meeting on site at the Cherokee Casino in Roland, OK on March 17th at 11:00AM CST, bidders should meet Cassie Cash in the Hotel Lobby. SEALED bids will be due no later than 2:00PM CST on March 27th and are to be delivered in accordance with the bid instructions included with this bid posting; BIDDERS MUST PROVIDE A LINE ITEM BREAKOUT OF THEIR BID, can be provided on bidders quote form. If the required documents are not provided, bid will be subject to disqualification. TERO bidders are required to provide a copy of their current TERO certificate, front and back. Statement of Work Summary Cherokee Nation Entertainment is seeking qualified and experienced Exterior Signage Contractors/ Companies for the relocation and installation of the existing LED pylon sign and new signage at the Cherokee Casino in Roland Oklahoma. Project Scope This SOW covers the following components, tasks, deliverables and key requirements. Components: 1) CNE Provided ? *Cisco Cradlepoint - Network Connectivity Device ? *Digital Signage Player PC – Used with CNE content management system ? *2-Outlet, IP Interfaced, PDU ? *UPS 2) Contractor Provided ? The contractor will provide all components necessary to complete the job with exception of the “CNE Provided” components listed above. Tasks: 1) Relocating the existing pylon sign closer to the highway, and installation of the digital portion as a single-faced sign facing East. a. Remove existing sign ID cabinet and LED message center. b. Cut near grade and remove existing poles, cap existing holes. c. Drill two new holes and provide new ground pipe and foundation. d. Install existing poles into new ground poles to stage a 100' overall height sign. e. Install existing ID cabinet on new 100' poles. f. Install single side of LED message board facing East. g. Relocate and or run new conduit and fiber to new sign, test and certify the fiber connection from IDF closet to sign. h. Relocate and or run new conduit and AC power cabling to new sign location and make necessary AC power connections. i. Test completed sign functionality with CNE IT/AV department to verify proper delivery and display of content using the current Four Winds Interactive content management system. 2) Relocate remaining single side LED message center to existing Ashby Billboard sign structure south of I-40, west of the eastbound Roland exit. See details of location and size on page 3 below. a. Removal and or modification of existing static billboard sign components in preparation of mounting Daktronics LED message center components as needed. b. Provide a Daktronics controller and any other components necessary to make this a single ‘primary' LED message board and install onto the existing billboard sign structure. c. Provide and attach a thermoelectric cooled, secure, enclosure to existing sign structure. This will house the Cradlepoint, Digital Signage PC, PDU, UPS, and the Daktronics controller. The enclosure will need AC power interface and a 15A Duplex outlet internal for equipment power. Contractor is responsible for conduit and electrical connection from sign mains panel to enclosure. Enclosure must have a weather tight cable gland or other cable through function available for antenna coaxial cable feedthrough necessary for the Cradlepoint device. The enclosure must be no more than 7’ above ground level to allow access from standing height. d. Verify that existing AC power to sign structure is sufficient to supply the new sign and components and if not, add additional power as needed. e. The Cradlepoint device mentioned above will provide network connectivity and the associated monthly data subscription cost will be incurred by CNE. f. Test completed sign functionality with CNE IT/AV department to verify proper delivery and display of content using the current Four Winds Interactive content management system. 3) Optional: Manufacture and install a double-faced, 12'h x 38'w, static flex face cabinet with fluorescent illumination to go on top of proposed LED billboard sign. Final text and graphics TBD. Deliverables: 1) Fully functional, relocated, pylon sign re-using a single side of current LED message board and top of sign ID 2) Fully functional LED billboard sign re-using single side of existing LED message board and attached to existing billboard sign structure. 3) Provide a Warranty Letter to include equipment and installation warranty dates. 4) As built documentation – as applicable. PDF prints of all documentation should be included with final sign off. 5) Signed structural engineering certification of both sign structures Key Requirements: ? *Cherokee Nation Entertainment is responsible for site preparation to include tree clearing, laying of gravel roads, etc. as needed. ? *Contractor(s) is responsible for all labor and material costs associated with the complete scope of work listed above unless specifically stated otherwise. ? *Contractor(s) must acquire certified structural engineer approvals on both structures. ? *Contractor(s) is responsible for researching all sign height regulations and or restrictions prior bid submittal and relaying that information to Cherokee Nation Entertainment. Please note that winning bid(s) will be published. Cherokee Nation Entertainment, LLC (“CNE”) reserves the right to issue one award, multiple awards, or reject all bids; any award is subject to the approval of the required funds. Responding bidders are not allowed to withdraw their bid for a period of 90 days after submittal. At the time of award, the successful bidder(s) will be required to work with the Cherokee Nation Entertainment, LLC Accounting department to discuss account coding for invoices. All bids are subject to negotiation prior to award. Awards may be issued without discussion of bid received, and bids should initially be submitted on the most favorable terms from a price and technical standpoint. Any award resulting from this RFP will be subject to CNE Terms and Conditions. Your bid should indicate hourly ($) rate (when applicable), individual work effort, delivery schedule or time of completion. Any item(s) with exceptions, substitutions, exclusions, additions or qualifications must be noted and clearly indicated on return bid. Any request for information concerning bid posting is to be submitted in writing via email to Buyer listed; no verbal communication is to be initiated. In accordance with Cherokee Nation Law, , 28 C.N.C.A. §20 no contractors or subcontractors of any Cherokee Nation entity may contract with any business owned by a first degree relative of any elected official of the Cherokee Nation. TRIBAL EMPLOYMENT RIGHTS OFFICE - This procurement is subject to Cherokee Nation Tribal Employment Rights Office (“TERO”) regulations that include a fee of ½ of 1% of total contract award and, if applicable, the completion of a TERO Labor Agreement and payment of associated fees. The successful bidder’s award will be published on the Cherokee Nation’s procurement website and their performance will also be measured, recorded, and reported to the Cherokee Nation. The complete Act is available by contacting the TERO OFFICE at Tahlequah 918-453-5000. TERO bidders are required to provide a copy, front and back, of their TERO certificate with return bid(s) and failure to do so will result in such bidders not receiving the TERO preferences afforded TERO bidders under the CNE procurement and contracting policies and procedures. CHEROKEE NATION GAMING COMMISSION (CNGC) - This requirement may be subject to CNGC policies and procedures. Licensing requirements may be required of the successful vendor(s) to be coordinated with the CNGC. These requirements may include licensing fees as well security and background checks of vendor(s) employees. Current policies and procedures can be found on the Cherokee Nation website or by contacting the CNGC office at 918-207-3834. BONDING NOTICE - CNE generally requires payment and performance bonds for all construction contracts in excess of $100,000. However, qualified TERO-certified firms are encouraged to bid, regardless of bonding capability. INSURANCE - CNB generally requires Worker’s Compensation, Commercial and/or Comprehensive General Liability, and Automobile insurance for all awarded bids. Please refer to the Bid Documents for the specific coverages required for this bid. DEBARMENT - By submitting a response to this Request for Proposal, the Contractor certifies to the best of their knowledge and belief that the Subcontractor, the firm, or any of its principals are not presently debarred, suspended, or proposed for debarment by any federal, state, local or tribal entity. This certification is a material representation of fact upon which reliance was placed when making award. If it is later determined the Subcontractor rendered an erroneous certification, in addition to other remedies available to CNE or its entities, CNE may terminate the contract resulting from this Request for Proposal for default.
