The Cherokee Nation is seeking sealed proposals from individuals and/or firms qualified to provide services to the Cherokee Nation to install fiber from the Tribal Complex Campus located in Tahlequah, Oklahoma to other sites. Indian preference applies to all Cherokee Nation projects.

The Cherokee Nation is seeking sealed proposals from individuals and/or firms qualified to provide services to the Cherokee Nation to install fiber from the tribal complex campus located in Tahlequah, Oklahoma (Cherokee County) to other sites. Interested parties are to provide a sealed proposal for the entire project. The RFP packet contains all specifications, scope of work and all necessary instructions. The complete document is available on the Cherokee Nation public bid website www.cherokeebids.org; or, interested parties may contact Cherokee Nation Acquisition Management; Shelly McClain at shelly-mcclain@cherokee.org. There will be a mandatory site visit October 19, 2021 at 10:00 a.m. Interested parties are to meet at the Cherokee Nation Durbin Feeling Language Center (formerly the Cherokee Nation Casino), 16489 Hwy 62 S, Tahlequah, OK 74464. There will be parking available around the softball fields. Attending parties are to have hard hat/safety vest for the site visit since construction will be ongoing in case it is necessary to go inside the fenced area. For this project Wage Rate OK20210012; OK20210019; OK20210033; and, OK120210067 are applicable for this project; any state or Tribal law requiring the payment of wage rates that exceed the corresponding Federal rate is inapplicable and shall not be enforced. Cherokee Nation TERO Office requirements apply including fee of ½ of 1% of contract award. Successful offeror must complete TERO Labor Agreement and pay all applicable fees, including $25.00 per non-Indian employee working on this project in accordance with current legislative act. Sealed proposals will be accepted from Indian and Non-Indian offerors who have received the RFP packet and attended the mandatory site visit. Indian preference will be given only to responding parties who provide proof of current certification from the Cherokee Nation Tribal Employments Office (TERO) located in Tahlequah, Oklahoma, telephone number (918) 453-5000. Proof of TERO certification must accompany and be included in sealed proposal submittal. Award will be based on evaluation criteria and factors outlined in RFP. Award of contract will be subject to availability of funds. Sealed proposals may be mailed to Cherokee Nation Acquisition Management, Attn: Shelly McClain, P.O. Box 948,Tahlequah, Oklahoma 74465; or, sealed proposal may be hand-delivered to Cherokee Nation Acquisition Management, Attn: Shelly McClain, 17665 S. Muskogee Avenue, Tahlequah, Oklahoma 74464. Sealed proposals must be received on or before November 03, 2021 by 5:00 p.m. by the Nation’s Acquisition Management Department to be considered eligible for award. Late submittals will not be accepted. Submittal must be sealed and clearly marked “SEALED PROPOSAL, DO NOT OPEN, FIBER INSTALL PROJECT.” Cherokee Nation reserves the right to reject any and all offers. Cherokee Nation reserves the right to determine if a proposal meets stated requirements and to award a contract for the offer that is in the best interest of the Cherokee Nation. Responding parties are responsible for any and all costs associated with the preparation and submission of proposals. No offeror may withdraw their proposal within 90 days after the proposal due date.
