THESE ARE PRELIMINARY ONLY** Cherokee Nation Business ("CNB") is requesting proposals for construction estimating services based on the preliminary design drawings for the demolition and reconstruction of the original Wilma P. Mankiller Clinic located in Stilwell, OK. There will be a pre-bid meeting on August 29, 2018 at 10:00AM at the Wilma P. Mankiller Clinic located at Highway 51 East, Stilwell, OK. SEALED proposals, (3)three hard copies, bound and tabbed, of the responses and (1) electronic version on a USB thumb drive are due no later than 2:00PM CST on September 11, 2018. Ave. Catoosa, OK 74015 PROJECT DESCRIPTION The estimating services will include all labor and materials required for providing preliminary pricing for the complete demolition of the original 37,000 square foot Wilma P. Mankiller Clinic and the reconstruction of a new clinic building. The new clinic is planned to be a two-story clinic totaling approximately 80,000 square feet. The first floor is planned to be approximately 40,000 square feet of fully operational clinic space. The second floor is planned to be approximately 40,000 square foot of shelled out space for future use. The awarded contractor will be provided with the current design documents from the architect to assist the estimating of the demolition and construction scope of work. The equipment, material, safety, and labor required to complete the scope of work is the sole responsibility of the contractor. RESPONSIBILITIES OF THE CONTRACTOR The primary role of the contractor is to develop a budget for the work required to complete the demolition of the existing 37,000 square foot clinic facility and construction of a new two-story 80,000 square foot clinic. The scope of work must be completed in accordance with the Contract Documents and applicable laws and regulations. It is the desire of the owner to receive final preliminary pricing from the contractor no later than two weeks following the kickoff meeting. In an effort to achieve accurate pricing the owner has provided an anticipated scope of work to assist bidders to understand the RFP. SCOPE OF SERVICES The following is a list of anticipated services to be provided by the contractor under this solicitation. If additional work is identified at any stage in this solicitation, the additional tasks will be defined in writing and agreed upon as amendments to the contract. Please provide per unit pricing as identified below. 1. Attend one kickoff, introduction, and information exchange meeting with the project team. The meeting will consist of: • Make introductions and identify responsibilities. • Identifying points of contact to expedite information exchange. • Exchange existing project information required to start the estimating process in Stilwell, OK. 2. Attend one additional meeting at the project site to review final estimate in Stilwell, OK. 3. Participate in three WebEx conference calls to answer questions and review the progress of the estimating process. 4. Coordinate with the owner representatives and architect to schedule meetings and conference calls. 5. Provide hard copies of the necessary scope-related documents at in-person meetings. 6. Develop a work plan for the performance of preliminary estimating services. 7. Provide a schedule of completion of cost estimating services. 8. The cost estimating must be completed in the most expeditious manner. 9. Provide initial preliminary and final preliminary construction estimates based on information provided by the owner and architect. a. All estimates shall follow CSI divisions and all breakout within each division shall be of sufficient detail (i.e. square foot of EIFS to be installed shall be estimated within 5% of the design documents and the representative cost of same shall be able to be supported through current rates, either from historical contractor data or Means publication for the region. Contractor shall define which method(s) they are using as the basis of the estimate.) 10. Include a schedule of values with a bid that includes: • Per trip charge for each on-site meeting. • Office Costs • A price for participation in each WebEx conference call meeting. • Unit pricing for any other service required to complete the contractor's responsibilities that are not identified in this scope of work. 11. Perform all work in accordance with Contract Documents and applicable laws and regulations.
